The number I see there for one week of mining is 0.465413 not 0.6-0.7. Am I missing something?

According to CryptoCompare the Payout is in line with the amount to be expected for this Hashrate and duration:

What is your source for the amount you've mentioned? I would like to find out if there's anything wrong here.

Absolutely. I'm going to project hashing power through Nicehash at the pool to speed things up. The shares generated by the boost account will be deleted of course to not interfere with earnings of regular miners.

Balances are always updated when a block has been found. The last block has been found 7 days ago. I've just checked the Dash pool page and it accurately reflects this date. Could you refresh the page and confirm that it display today as last block date?

No, this is because pending balance is updated during payout cycles after a block has been found.

Those disconnects you've seen a couple minutes ago where caused by a quick update to the pool software. Sorry for the inconvenience.

No there are no artificial penalties for incorrect shares. But I would really like to get to the bottom of this. Do you see similar results when mining on other pools?

Yes of course. Otherwise it would make no sense whatsoever to chose a higher difficulty. A share submitted at difficulty 10000 weights twice as much as a difficulty 5000 share when payouts are calculated.
