I am actually having the same issue with both my D3's and L3. It seems that the pool is interpreting hash rates at just about 50% of actual in the user stats. OP was referring to his own units hashrate, not the pool overall.
If you happen to be in an extremely cold environment, sometimes it can get cold enough to lock up the power supplies. I've had to "jumpstart" my garage miners using a small space heater following a short power outage in sub-zero temps recently. Just take them into a slightly warmer environment or slowly warm up the area they are in. Be careful of condensation with sudden changes in temp.

Yes indeed. The graphs have dropped about 33-50% but the Antminer web interfaces are still showing the proper hashrates, I have my D3's downclocked to 17000 GH/s and its now consistently showing between 9000-12000 on the dashboard since the upgrade this morning.
