USA XMR pool 97.107.139.34 getting 400ms - 4000 time

If I do a regular ping to xmr.coinfoundry.org (resolves to 97.107.139.34) I get 45ms ping time.  However all of my miners are bouncing all over the place from 400ms - 4000ms.

Same results on Windows 7, Windows 10, Linux...

I have restarted the miners, network devices, and cable modem.

Any ideas?

If you want me to change the IP address of the server how should I put it in XMRIG.  I currently have it as xmr.coinfoundry.org

It is back down to 100 - 300 ms now.  much better but it is back to saying "No active pools, stop mining" on occasion.  As before it is on Windows 7, Windows 10, Linux...  I am using xmrig-2.5.2.  I am back to losing around 200 - 300 H/s.  This is very odd, when the time was bouncing 400 -4000ms I was not having the No active pools error...   The pings go down and I get the error.

I change the address to the west coast server 104.237.153.17, as requested by Oliver before to help with this issue and am still having the same error "No active pools, stop mining" on occasion.  It is also up to around 300 - 500 ms on this server.

Anyone have any ideas...

I'm in the process of migrating away from our US hosting provider as the reliability simply isn't there. The new servers will be dedicated machines most likely located in Dallas, TX and Seattle.
